A growing number of institutions, organizations, scholars, and legal experts have either warned of a potential genocide unfolding or asserted that Israel is actively committing genocide in Gaza. 

On October 7, the IDF's Gaza Division repeatedly employed the Hannibal procedure to prevent kidnappings at any cost. This directive was activated at key locations, including the Erez border crossing and the Re'im army base, involving drone strikes and heavy fire even within Israeli territory.
